Child Care Services Child care is provided to participants in order to facilitate the barrier of not having someone to care for their children while they are in treatment. Transportation Services Vans are available to provide transportation to program clients and their children. Bus tokens are available for the participants that are not on the priority list. Referral Services El Proyecto del Barrio provides internal referrals to health services, employment and training, HIV/AIDS educational counseling, vocational and employment training, legal aid and community resources in order to meet the participant \'s needs. Medical Services All participants will receive a medical needs assessment and will be referred to El Proyecto del Barrio \'s Family Health Care Clinics for comprehensive medical care within the first thirty (30) days of enrollment. Urinalysis Testing Services All participants must agree to submit to random urinalysis testing for the duration of their treatment. Last year, the clinic totaled 32,000 medical visits, with a total patient population of nearly 11,000 persons. The health center, located in Azusa, was founded by community leader and philanthropist Kate Slauson Vosburg in 1918. It was operated by the Los Angeles County Department of Health Services from 1931 through October 2002, when it was one of 11 county health clinics that were closed because of the County \'s fiscal crisis. It was reopened by the City of Azusa in collaboration with El Proyecto del Barrio in March 2004. The reopening of the clinic, which was formally celebrated May 26, 2004, was made possible by extraordinary teamwork between Congresswoman Hilda Solis, Supervisor Gloria Molina, The California Endowment, the City of Azusa and El Proyecto del Barrio. In January 2005 Congresswoman Solis presented El Proyecto with two federal grants totaling 417,000 for expansion of services at the health center. Today, El Proyecto del Barrio is operating the Azusa Health Center 20 hours per week and treating more than 250 patients per month. The Health Center completed more than 3,000 patient encounters in 2004. The vast majority of these patients had no other health care options in the local community. El Proyecto del Barrio, a non-profit comprehensive human service corporation, was founded in 1971 to provide health and human services to the San Fernando Valley community. Over the last four decades, El Proyecto del Barrio has earned a reputation for excellence and expanded its services to East Los Angeles and Azusa. Comprehensive community services are provided to a primary target population of economically disadvantaged families and individuals. A primary component of the City \'s Human Services Delivery System, FDN employs long-term case management services to assist families in overcoming obstacles to a self-sufficient lifestyle. A services advocate, on behalf of youth, monitor client progress and frequently reassess family needs. El Proyecto del Barrio provides services as a member of the North and South San Fernando Valley partnerships of community-based organizations that implement a comprehensive array of services. El Proyecto del Barrio directly provides youth tutoring, parenting classes, job placement services for youth and adults through El Proyecto del Barrio \'s City funded WorkSource and Youth Opportunities Program Centers, and information and referral, including legal services, health care, transportation assistance, literacy education and counseling. Families are also invited to participate in enrichment activities such as group events, workshops, and recreational and educational activities for participants who meet and exceed their goals during their participation in the FDN program. Case management includes the provision of Youth Advocacy Program (YAP) services to the City \'s at-risk youth and their families referred by the Los Angeles Police Department, the City Attorney \'s Parenting Program, the Los Angeles County Probation Department, the Los Angeles Unified School District Police. Proof of income (or self-certified affidavit) and proof of address are required at the time of program assessment. Youth Tutoring Tutoring is offered at El Proyecto del Barrio \'s Family Development Network main office. Tutoring groups are also facilitated at area schools and community locations upon request. Students attend tutoring for a set time period based on an academic need. Their grades are monitored throughout their participation in the tutoring program and consistent attendance is mandatory. Ages of participants range from third grade through high school. Please contact our offices for participation information. Parenting Classes Certified Parenting Class Instructors facilitate classes in English and Spanish throughout the year at locations throughout the San Fernando Valley, including LAUSD elementary, middle and high schools, community agencies, and El Proyecto del Barrio sites. Classes run weekly for eight sessions, followed by a graduation ceremony and certificate presentation. Instructors are trained through the Los Ni &#328; os Bien Educados, an approved curriculum for court ordered participants. Curriculum topics include: what it means to be a parent, self esteem and praise, discipline and guidance, stress, communication, child/adolescent development, social risks/drugs and alcohol, domestic abuse, consequences, and individual client assessment and referral. Youth Advocacy Program The Youth Advocacy Program (YAP) is a 15 week group counseling class that is provided to at-risk and/or first-time offending juveniles. Clients may be self-referred or referred through the LAPD following an arrest. This may fulfill aspects of the probation requirements set forth. Participants must be between the ages of 10 and 17. Counseling curriculum includes such topics as anger management, alcohol and drug abuse, health education, family systems, personal reflection and emotional expression, decisions, goal and consequences, guest speakers, and individual assessment and referral to the City \'s Youth Opportunities Program for employment opportunities. Enrichment opportunities, such as group events, workshops, and recreational activities, are also available for participants who meet and exceed their goals. Parents of participating youth are also encouraged to attend Parenting Classes simultaneously. Case Managers are available on Tuesdays and Thursdays at the Van Nuys Police Station, 6240 Sylmar Avenue in Van Nuys, from 8:00 a.m. to 12 p.m. and at the West Valley Police Station, 19020 Vanowen Street in Reseda, from 1:00 p.m. to 5:00 p.m. to provide the following services: YAP intakes, case management, and client eligibility determination. National Youth Program Using Minibikes (NYPUM) NYPUM is a Honda sponsored program that uses minibike training and riding as a motivational tool to offer youth an opportunity to develop self-esteem, values for daily living, and a sense of belonging. Participants begin by undergoing a set number of classroom training sessions where they learn riding skills and motorcycle maintenance. Upon completion, bi-monthly riding trips are scheduled for youth who continue to meet their weekly goals. The program is culturally sensitive to women who have committed focus on successfully coping with family, parenting, career and personal demands. In addition, the program also emphasizes social-cultural dynamics unique to Latinas as well as the female population in general. The Perinatal Program offers two types of programs: The Outpatient Perinatal Program (OP) and the Day Care Habilitative (DCH). Women enrolled in the Outpatient Perinatal Program attend the program 1 1/2 half hours per day for one year. Women enrolled in the more intensive DCH program attend three hours per day for one year. Eligibility for Admission and Re-admission The highest priority for admission will be given to those women who are HIV/AIDS positive, and/or intravenous drug users (IVDU), referred by the Department of Children \'s and Family Services, pregnant or parenting with the greatest clinical need. A complete Medical/Pediatric assessment and personal history including the client \'s social, economic, family background, education, vocational achievement, history of drug abuse and treatment, past criminal record and any other information necessary in helping determine an appropriate treatment program will be documented. All participants are required to complete the intake form. Participants may be re-admitted into El Proyecto del Barrio \'s program. Participant must wait a 30 day period before re-admitting into the program. During this 30 day wait period, the participant is to attend 12-step support meetings as recommended by a case manager, so as to demonstrate willingness and a desire to work a recovery program. Failure to submit proof of 12-step attendance at the time of intake may result in failure to be admitted into the program. Participants will be limited to three (3) admissions to the program if a history of non-compliance is ascertained. Participants will be referred to another drug program suitable to their needs. Exceptions to this will be made on a case by case basis. Eligibility: The participant must be pregnant or parenting with children 0-5 years of age, must have used a drug within the last six months or have a drug related dysfunction. Alcohol will not be considered as primary drug for admittance. Alcohol will be accepted as a secondary drug abuse problem. The participant must be female of any ethnicity. The participant must be 18 years of age or older. The participant may be voluntary or referred. Participant must reside in Los Angeles County, primarily within the San Fernando Valley area. When an excess number of participants exists, consideration will be given to individuals that are HIV/AIDS positive, pregnant, intravenous drug users and referred by the Department of Children and Family services. The participant \'s social, psychological and behavioral problems related to drug abuse shall preclude participation in the program structure and/or activities. It is the policy of El Proyecto del Barrio to provide equal program participation for all persons and to prohibit discrimination for all persons based on race, sex, sexual preference, age, color, national origin, ancestry, political affiliation, handicap or marital status in every aspect of the program. The program shall not discriminate against any person with symptoms of a communicable and/or infectious disease (Tuberculosis, Hepatitis A and B, HIV/AIDS) in the delivery of program services. The participant shall receive AIDS training and sign the AIDS Risk Reduction Education Acknowledgement form. If a person does not meet the admission criteria, that person will be referred elsewhere for treatment and given at least three (3) referrals to another treatment program more suitable for their needs. Individual counseling sessions are to be provided according to treatment plan at the discretion of the case manager for the duration of no less than fifty (50) minutes per session. The hours actually provided may be on the bases according to the needs of the participants and program requirements. Individual counseling is face-to-face. 2. Group counseling sessions are 1.5 hours in duration and are conducted daily from 9:30 to 11:00 a.m. and 11:30 a.m. to 1:00 p.m. The case manager will utilize reasonable methods to communicate with the participant if she is unable to attend the program counseling session. All methods used to contact the participant are to be documented. At the end of the second week, a Notice in Lapse of Contact and Services will be sent requesting that the participant contact the case manager within seven (7) business days. A return self-addressed and stamped envelop will be included. If the participant fails to respond and does not attend the required counseling sessions before the end of the 30 day period, the participant will be automatically discharged from the program. 3. Educational Groups consist of: A. Parenting The goal of the parenting classes is to increase	a participant \'s understanding and acknowledgement of her child \'s growth	and development as well as learned parenting skills needed to raise	children in a healthy environment. A desired outcome of this group is to have the participant understand the importance of the necessary and healthy bond between mother and child. El Proyecto utilizes the Center for the Improvement of Child Caring: Los Ni &#328;os Bien Educados curriculum, which provides a culturally and linguistically sensitive approach to parenting. B. Health Education Prenatal health education group will focus on issues related to the participant \'s personal health, effects of drug and alcohol abuse on the fetus, information on health care and attainment skills to ensure a healthy family unit. The focus of the health education group will be on health care, combating postpartum depression, birth control, HIV/AIDS and sexually transmitted infections (diseases). The overall goal of the health care component will be to empower participants to advocate for their own health care for that of their children. C. Life Skills The focus of this group is to develop skills necessary to return or begin job search, hold successful interviews, wear appropriate attire, and to develop interpersonal skills, money management, etc. D. Relapse Prevention This group will focus on reinforcing the skills of identifying three primary motives, based on self sufficiency, for her to stay off drugs and alcohol and to make a commitment to work with her 12 step sponsor. E. Domestic Violence Our program identifies Domestic Violence as a major problem. Group focuses on educating participants on the Dynamics of Domestic Violence, breaking the cycle of violence and safety measures while in an abusive relationship and after. F. Peer Support Focuses on the COMADRE concept. This group promotes support, encouragement, self-worth, self sufficiency, boundaries, conflict resolution and living a healthy, drug-free life style. Medical services will be provided through El Proyecto del Barrio \'s Primary Health Care Clinic and through referrals to Olive View Medical Center. The case manager will refer participants to a physician and will work with the physician and nursing staff during the treatment process. The Primary Health Care Clinic will provide a general physical examination; urine testing; testing for STD and HIV/AIDS; physical signs of damage from drugs, alcohol and/or cigarettes; and for stress-related physical conditions. Designation of Medical Consultant: The Medical Director, a licensed physician in California, has been designated as Medical Consultant. The medical consultant has assumed responsibility for ensuring that the initial medical evaluation is properly performed on each participant and that medical services are provided as needed. Other medical needs of each participant will be evaluated when needed. The medical consultant will be responsible for determining what emergency medical equipment and supplies are needed to deal with possible overdoses and other medical emergencies. Physical and Laboratory Examination: The Medical Director will be responsible for determining the need for each participant to receive the appropriate physical examination and laboratory testing and will review all results. The Medical Director is located at El Proyecto del Barrio \'s Primary Health Care Clinic, 8902 Woodman Avenue, Arleta, California 91311. The results of the physical are mailed back to the program. A written waiver documenting that a physical was not required after review of the medical history is signed by the Medical Director and placed in each participant record. If further medical care is indicated the appropriate referrals are made. Participants who are scheduled to test cannot leave the immediate area/premises until a urine specimen is obtained. An automatic positive or dirty urinalysis test will result if a participant leaves the premises, refuses to test, or fails to report for a random urine test. Founded in 1971 to provide services to the northeast San Fernando	Valley, El Proyecto has expended its services to the entire	San Fernando Valley and the San Gabriel Valley,	covering 400 square miles. The organization \'s more than three decades of success flow from	its strategy linking El Proyecto to the communities it serves,	enhancing its ability to identify and help many individuals and	families that have not been reached by previous outreach efforts.	The organization infuses culturally appropriate strategies with	an affirmation of family values and traditions. This approach has	established El Proyecto as a trusted service provider that provides	a safe and respectful environment for its clients. El Proyecto del Barrio provides five major categories of services	to the community, including: Health and Medical Services Our Family Health Care	Clinics total more than 100,000 annual patient contacts. The	clinics are operated in Arleta and Winnetka in the San Fernando Valley,	Azusa in the San Gabriel Valley, and East Los Angeles. Additional	services are provided at three school-based clinics in partnership	with the Los Angeles Unified School District. El Proyecto also	has an extensive HIV Services & Treatment program that offers a wide	variety of outpatient medical services and education and outreach	services. In keeping with our mission, all medical treatment is	provided to whomever is in need regardless of their ability to pay	for services rendered. El Proyecto also has a mobile health services	van that provides services throughout our service area. Youth Opportunities The Youth Opportunities Program	provides services at El Proyecto \'s Sun Valley and Winnetka facilities	in the San Fernando Valley. The program offers youth ages 14 to 21	a single point of contact for accessing age-specific and developmental	services that provide educational, occupational and life skills	attainment. The program provides classroom-based learning, tutoring	and study skills instruction as well as employment attainment services-all	of which prepare troubled youth with the skills they need to be	successful in the workforce. Partners participating in this program	include Sun Valley WorkSource Center, Los Angeles Unified School District,	Los Angeles Valley College, Pierce College, California Employment Development	Department and Pacoima Skill Center. Employment Services El Proyecto \'s Sun Valley WorkSource Center	and Career Center provides the career seeker with a variety of services	necessary to complete a successful job search. The Center is Continuous	Quality Improvement-certified. Training and educational, career counseling,	placement and retention and assessment services are provided, as well	as the use of computers with internet access and all other key resources	needed to secure a new position. The Center also offers specialized services	to disabled workers, dislocated workers, older workers and veterans. Partners	include The American Indian Counseling Center, Department of Aging, Los	Angeles Unified School District, Los Angeles Valley College, California	Department of Rehabilitation, California Employment Development Department,	Welfare to Work and the Youth Opportunities Program. Substance Abuse Services/Mental Health The outpatient program	provides counseling and referrals to clients with drug and mental health	problems. El Proyecto \'s Substance Abuse Program also provides services for	women who are pregnant, postpartum or parenting. The program is staffed by	bilingual, drug-certified counselors who assist clients in areas including	domestic violence/sexual abuse, self-esteem, peer support, life skills,	health education, drug education, and parenting. The program also provides	services funded under Proposition 36. These services are for first or second	time non-violent drug offenders, who receive treatment rather than incarceration.	General Relief recipients with substance abuse issues are also treated in the	program. Child Development Services El Proyecto del Barrio began offering Child Development Services in 2008 in its new Child Development Center in Panorama City. The Child Development Center is licensed to serve 150 preschool children ages 3.9 through 4 years. The Child Development Program is a Los Angeles Universal Preschool which is funded by First 5 LA. El Proyecto Child Development&#39;s philosophy is to	nurture and inspire childrens \' individual growth and	creativity. We recognize that every child is unique with his/her own individual time frame for growth and	development. We take into account each child&#39;s level	of development, age, uniqueness, culture and language. Mark Taper Foundation Center for a Healthy Community in Winnetka. The new medical/dental wing includes a four-room dental services center, four new examination rooms and an in-house pharmacy. These advances were made possible because Congressman Sherman secured  180,000 in federal funds to transform these rooms from office space to modern medical facilities.  El Proyecto del Barrio has always provided quality healthcare services and many other social services for underserved areas of the San Fernando Valley,  said Congressman Sherman.  The organization needed additional resources to handle its dramatically increased case load and to provide dental services to the thousands of Latino children in the San Fernando Valley who do not now receive timely dental care,  he added.  This additional healthcare access will have a substantial positive impact on the health of the community for many years to come.  El Proyecto del Barrio will now provide dental services to underserved communities in the West San Fernando Valley, increase medical care to help stem the rising tide of HIV/AIDs in the Latino community and provide on-site access to medications for many uninsured patients. Congressman Brad Sherman also worked closely with Los Angeles City Councilmember Richard Alarcon to help El Proyecto secure  415,000 in state funds to purchase dental, medical and pharmacy equipment for the newly renovated space. Congressman Sherman is also sponsoring additional federal funding of  150,000 to acquire a new mammography unit and upgrade the patient medical management system at El Proyecto \'s Winnetka facility.  Congressman Sherman not only recognized the community need, he took decisive action to make sure that these expanded services will be available to our underserved patients,  said Corinne Sánchez, El Proyecto del Barrio \'s President and CEO.  This new medical/dental wing is a vital component in the spectrum of highquality preventive healthcare, dental, employment & training, substance abuse, mental health and at-risk youth programs we have brought to the community for more than 35 years. The community events were held at El Proyecto \'s S. Mark Taper Center for a Healthy Community in Winnetka and the Calvary Lutheran Church in Arleta, where Los Angeles County Third District Supervisor Zev Yaroslavsky joined the celebration.  This is a magnificent event for the community, and I salute El Proyecto del Barrio for all its efforts to strengthen our community,  the Supervisor said.  We wish to give thanks to Supervisor Yaroslavsky, not just for his attendance at the Navidad celebration, but for his many years of supporting El Proyecto del Barrio \'s work in the community. He has always been a champion for our community, and we are very appreciative of all his efforts.  El Proyecto del Barrio \'s Navidad events were presented by Keyes Automotive Group, which in addition to being the title sponsor of the events, also donated thousands of toys. In addition, more than 40 Keyes employees also served as volunteers at the events.
